The Sri Lanka Sustainability Energy Authority (SLSEA), was established to drive energy efficiency throughout the country by proactively identifying sustainable energy resources that could generate energy in an effective, efficient and eco-friendly manner.

Project overview

Pooneryn is situated in the North of Sri Lanka, and the Pooneryn Wind Energy Park, with a capacity of 100 MW, is the First Phase of a Mega Renewable Energy Project with an envisaged contribution of approx. 400 MW to the national grid by project completion. 

This is the second largest wind energy park in the country, and it first phase is to be combined with a 35km 132 kV transmission line from Kilinochchi to Pooneryn

  • The Global Horizontal Irradiance at location is approximately 2,000Wh/m2/year and the wind velocity is approximately 7.8 m/s proving high potential for wind and solar energy.

Project/ownership structure

Transmission line – Build and Transfer (Design will be provided by CEB) Wind power project – Build, Own, Operate and Transfer.

Project incentives:

0% duty & taxes on imported project related items during the project implementation period
Benefits under Power Purchasing Agreement (PPA) by the Ceylon Electricity Board (CEB)

Dividends to non-resident entities are exempt from income and withholding taxes

100% repatriation of capital and profits permitted
