Senior Presidential Economic Adviser to
His Excellency President Anura Kumara Dissanayake

Mr. Duminda Hulangamuwa is a distinguished Chartered Accountant and corporate leader with over four decades of experience in finance, tax, audit, and public policy. He was appointed Chairman and a member of the Board of Investment of Sri Lanka (BOI) by His Excellency President Anura Kumara Dissanayake, on 30 June 2026. He concurrently serves as the Senior Economic Adviser to the President, a role he has held since September 2024, and he brings to the BOI a career built on leading one of Sri Lanka’s foremost professional services Firms and shaping national economic and fiscal policy dialogue.

CHAIRMAN, BOARD OF INVESTMENT OF SRI LANKA

As Chairman of the BOI, Mr. Hulangamuwa leads Sri Lanka’s apex investment promotion agency, guiding the country’s investment policy at a pivotal stage in its economic recovery. His appointment brings a rare combination of professional services leadership, tax and fiscal policy expertise, and direct advisory experience at the highest levels of government to the task of positioning Sri Lanka as a competitive destination for foreign direct investment.

CAREER AT EY SRI LANKA & MALDIVES

Mr. Hulangamuwa built a distinguished career spanning more than 40 years with EY, joining the Firm as an Accounts Trainee in 1984. In 1991, he was appointed Resident Partner of EY Kandy, where he played a formative role in establishing and growing the Firm’s regional presence. He subsequently transitioned to the Colombo practice in 1998 and, in 2012, was appointed Head of Tax, a position in which he led the transformation and expansion of the Firm’s tax practice across Sri Lanka and the Maldives, advising leading multinationals, conglomerates, banks, and national enterprises. His contributions extended beyond client service to national fiscal policy, where he played an active role in strengthening engagement between the private sector and policymakers.

In July 2023, he was appointed Country Managing Partner for EY Sri Lanka & the Maldives, leading the firm through a period of growth in client service, innovation, and talent development until he retired from the firm on 30 June 2026.

PRIVATE SECTOR & ADVISORY LEADERSHIP

Mr. Hulangamuwa serves as Chairman of the Ceylon Chamber of Commerce, one of Sri Lanka’s most influential private sector bodies, where he has represented the interests of the business community on matters of national economic policy.

In September 2024, he was appointed by President Anura Kumara Dissanayake as the Senior Economic Adviser to advise on matters of economic and fiscal policy. In this capacity, he has represented Sri Lanka in high-level engagements with multilateral partners, including discussions with the World Bank Group and the International Monetary Fund on macroeconomic stability, investment, and economic reform.
